FCC Aims to Accelerate Wireless Infrastructure Buildout
The Federal Communications Commission (FCC) has launched a new rulemaking to accelerate the buildout and modernization of wireless infrastructure, including cell towers and other facilities critical for 5G and future 6G networks. The decision, adopted on September 30, 2025, marks a major step toward expanding mobile connectivity across the United States. This proceeding seeks to eliminate unnecessary state and local barriers, clarify permitting rules, and encourage faster upgrades to modern wireless systems.
Why the FCC Is Taking Action
The FCC’s new rulemaking addresses ongoing challenges that slow down wireless network deployment. Many state and local regulations continue to delay or complicate the installation of new towers, antennas, and base stations. These restrictions often impose lengthy approval timelines, high fees, or aesthetic conditions that effectively block 5G growth.
The Commission plans to explore several solutions, including:
- Clarifying when local restrictions violate federal law under the Telecommunications Act
- Streamlining permitting processes to ensure timely approvals
- Creating a “rocket docket” for faster resolution of disputes between carriers and local governments
Through this proceeding, the FCC aims to balance local input with national priorities for broadband expansion and innovation.
Building on Previous FCC Actions
This new initiative builds on earlier Commission efforts to reduce red tape and promote network expansion. The FCC’s 2018 Small Cell Order already set nationwide standards for small-cell deployments and fee limitations. The new rulemaking seeks to build on that progress by addressing larger tower and macro-cell projects that remain subject to complex state and local review. The proposal also supports goals established by the Spectrum Act of 2012, which encouraged streamlined review of modifications to existing wireless facilities.
In addition, it aligns with the FCC’s ongoing work to simplify environmental and historic preservation reviews that can delay network construction. By advancing these updates, the Commission intends to create a consistent regulatory environment that supports faster, more affordable deployment of both urban and rural wireless networks.
The “Build America Agenda”
Under Chairman Carr, the FCC continues to promote what it calls the Build America Agenda. This agenda focuses on expanding high-speed internet access, improving spectrum management, and supporting public safety and national security through better connectivity.
In recent months, the FCC has:
- Advanced policies to replace outdated copper networks with modern technologies
- Proposed easier access to utility poles for broadband expansion
- Initiated updates to environmental and historical review processes
Each of these efforts aims to speed up broadband rollout while reducing costs for carriers and communities. Find out how your business will be impacted and exactly which of your sites will be affected by decommissioning copper as a result of ongoing FCC forbearance orders.
