Retail and grocery IT teams are facing one of the most complex infrastructure transitions in recent memory. Traditional carriers are retiring copper-based POTS lines across the country, and the FCC’s 2026 copper retirement order has given those carriers the regulatory cover to move faster than most businesses are prepared for.
Each store may have anywhere from 8 to 20 analog lines, connecting systems as varied as fire alarm panels, pharmacy fax machines, refrigeration monitoring equipment, loss prevention systems, and store voice lines. That adds up to thousands of individual connections, each of which needs to be identified, replaced, tested, and verified before the carrier pulls the plug.
Why Retail and Grocery Face a Uniquely Complex POTS Transition
Two factors make retail harder than almost any other sector: volume and variety.
Volume is the obvious one. A grocery chain with 400 stores running an average of 10 analog lines per location has 4,000 individual lines to migrate. Unlike a hospital or a data center with a single large concentration of lines at one site, retail chains spread that complexity across hundreds of geographically dispersed locations, each with its own local carrier, its own facility constraints, and its own store operating schedule.
Variety is the harder problem. Retail runs more device types on POTS than almost any other sector. A single grocery store might have analog lines running to fire alarm and suppression panels, burglar and intrusion alarm systems, pharmacy fax machines, store voice lines, POS system backup connections, refrigeration and HVAC monitoring dialers, elevator phones, and loss prevention systems. Each of these carries different technical requirements and different consequences if the cutover fails.
Many of these line types are invisible to the IT team responsible for the transition. Pharmacy fax lines may be billed separately. Refrigeration monitoring connections are often installed by the refrigeration contractor and tracked outside the telecom system entirely. Without a deliberate cross-functional inventory, a POTS audit will miss a significant portion of the lines that actually exist.
The Fire Panel Problem: Why Compliance Makes This Non-Negotiable
The most critical analog line in any retail or grocery location is the one connected to the fire alarm panel. Under NFPA 72, the National Fire Alarm and Signaling Code, the communication path from a fire alarm control panel to its monitoring center must maintain a defined level of signal integrity and reliability.
Most fire alarm panels in retail environments communicate using Contact ID or SIA protocols. A standard VoIP solution or generic ATA adapter will often fail to pass these signals reliably, creating a code violation that may not surface until the next inspection. A failed cutover on a fire panel line can trigger an immediate inspection failure, require a fire watch to be posted at the affected location, and create insurance complications. For grocery and retail chains, this risk is multiplied across every location.
The Pharmacy Fax Line: A Connection You Cannot Afford to Lose
Grocery stores with in-store pharmacies run some of the highest-volume fax operations in retail. Prescriptions, prior authorization requests, insurance verification forms, and physician communications all move by fax, and many of these document types are legally required to do so.
Pharmacy fax lines require Group 3 fax support at speeds up to 14.4 kbps. A fax line that introduces noise, latency, or packet loss produces corrupted transmissions, dropped pages, or failed sends. Number porting is equally important: a pharmacy fax number is often registered with insurance payer networks and physician practices, and changing it requires coordinated outreach across dozens of external relationships.
The Scale Challenge: Managing a Multi-Site Migration Across Hundreds of Locations
Replacing POTS lines across a large retail footprint is a project management problem as much as a technical one. Most retail IT teams do not have an accurate line count to begin with. Lines accumulate over years of store openings, remodels, and equipment additions. Some exist on carrier invoices but connect to nothing. A proper line discovery process that pulls together carrier bills, on-site audits, and input from facilities and loss prevention teams is the foundation of the entire project.
Four hundred stores cannot be migrated simultaneously. Sequencing needs to account for store traffic patterns, regional carrier sunset timelines, lease and landlord coordination, and compliance testing windows for fire and alarm systems. Most grocery stores are open 16 to 24 hours a day, which means cutover work on fire panels and alarm systems needs to happen during narrow off-hours windows. - Dual-SIM standard for redundancy.

- Centralized monitoring through a management platform.
- Fax and specialty device support.
- OPEX and CAPEX flexibility.
What a Well-Run Grocery POTS Replacement Looks Like
A well-managed retail migration follows a consistent pattern regardless of chain size.
- Line discovery and inventory. A thorough audit of every store’s active POTS connections, cross-referenced against carrier bills and on-site surveys. This step almost always surfaces lines the IT team did not know existed.
